Born in Romania under a communist regime, Joe experienced the fear and surveillance of living behind the Iron Curtain. At just ten years old, his family escaped and with that experience came an enduring passion for freedom and democracy.

Holding degrees from Harvard Business School, Harvard Kennedy School, USC, and West Point, a background that combines engineering, international affairs, business, and public policy. Over the last four decades, Joe has built and led JSA Partners (formerly JSA International), advising top aerospace, defense, and security firms worldwide. He’s also served on corporate and advisory boards for global defense and technology companies.
Joe has spoken candidly about his commitment to civility over partisanship, referencing how the tactics of deception he witnessed under communism have crept into modern politics. He’s uniquely positioned to push back against gridlock, champion bipartisan solutions, and represent North Shore families with courage and care.
